This is called "Pain Compliance." If a cop feels his authority is challenged he forces his will on the subject by immediately using a taser. It shows a weakness on the part of the officer's character. Also it's "function creep" as tasers were initially sought as a LAST resort before lethal force but soon became the tool of FIRST resort.
